 <description>&lt;p&gt;Alexander Souza has offered for review on arXiv a constructive solution in the affirmative.&lt;/p&gt;

&lt;p&gt;Edit: Unless we are mistaken, the Petersen graph is a counterexample to Theorem 2.  Furthermore there is an unresolved problem with Lemma 9.&lt;/p&gt;
